- Saudi Arabia's new law on property ownership by non Saudis is now in force.
- The government has approved the areas where foreigners are allowed to buy.
- Applications have started through the official Saudi Properties portal.
Who Can Buy in Madinah
In Madinah and Makkah, ownership is open to Muslim individuals, whether you live in Saudi or abroad, and to Saudi companies.
You can only buy inside the approved zones. Outside these zones, foreigners still cannot buy.
The approved zones in Madinah
Zone boundaries follow the official map from the Real Estate General Authority (REGA). Always check a property against it before you pay anything.
How Buying Works
- Get your ID ready. If you live abroad, you first get a digital ID through a Saudi embassy. If you live in Saudi, you use your Iqama number.
- Choose a property inside an approved zone. Most options are homes and apartments in planned developments.
- Apply through the official portal. Ownership is registered through the Saudi Properties platform.
- Pay safely. For off plan projects, money goes into the project's official escrow account. Never pay into a personal account.
Common Questions
Does buying property give me an Iqama?
Not on its own. Buying a home does not automatically give you residency. There are separate routes, such as Premium Residency or opening your own business, and we can tell you which one fits you.
Can I buy land?
Foreign buyers can only buy inside the approved zones, and most of what is available there is homes and apartments in planned developments. Open land outside the zones is not available to foreign buyers.
Can I buy near the Prophet's Mosque?
Only if the property is inside one of the approved zones. Some zones are closer to the Prophet's Mosque than others. Fill in the form and we will tell you what is available.
Can I buy from outside Saudi Arabia?
Yes. Muslims living abroad can buy after getting a digital ID through a Saudi embassy.
Is Makkah open too?
Yes. Makkah has its own approved zones on the same basis. You can choose Makkah in the form.
